As a counterexample, I point to Whedon's Sunnydale Mayor Richard Wilkins (Harry Groener), the epitome of cool, calculating evil. The coolest, most calculating thing about Mayor Wilkins? He got elected. And Shaw on <i>Person of Interest</i> is a great example of a female protagonist who knows what her assets are and doesn't mind using them.
